1985Year Journalists in Washington take pride in pointing out how the bureaucrats they cover can act like pettifoggers. But sometimes, it seems to Government officials and even some reporters, the reporters themselves show they are no slouches when it comes to caviling. Consider the case of the two Radio Marti reporters who made a request to be accredited to cover the Congress. The reporters, Sergio Lopez-Miro and Eugenio Rodriguez, applied for accreditation to the executive committee of the Senate and House Radio and Television Correspondents' Galleries. This is one of four journalists' groups that share control, with the Congress, of access to different galleries, the others being the Press Gallery, for newspaper people
the Periodical Gallery, for magazine people, and the Press Photographers' Gallery. Each group jealously guards its seats and approves the credentials issued by the House and Senate. MIXED SIGNALS

1982Year Leonard Bernstein, whose travels as composer and conductor find him flying from New York to Paris, Vienna and Tel Aviv with the frequency of a diplomat, appears to be converting some of that peripatetic energy into teaching. He recently finished leading a two-week seminar in musical theater at New York University, and has just been appointed to head, with Daniel Lewis, a new summer institute for young orchestral musicians and conductors at the Hollywood Bowl, under the auspices of the Los Angeles Philharmonic.
In an unusually large commitment of his time, Mr. Bernstein will spend six weeks at the Bloomington campus of Indiana University, beginning Jan. 11, as the first fellow of the university's new Institute for Advanced Study. The institute, which has been designated by the university as a center ''for the encouragement of scholarly and creative activity,'' is intended to bring outstanding artists and scholars to the campus to work in a ''stimulating'' environment.
