1988Year LEAD: At Town Hall Monday night, the Aeolian Chamber Players introduced a brief new work by Peter Lieberson, entitled (without benefit of program-note elucidation) ''Raising the Gaze.'' It is a six-minute burst of drum-driven, occasionally jazzy energy, with sharply pointed instrumentation (flute, clarinet, string trio, piano, percussion), spiky but not dreary dissonance and an authentic rhythmic life that made it a pleasure to follow.
