1991Year Three New England banks have petitioned to force a developer and stock speculator, David F. LaRoche, to file for Chapter 11 bankruptcy protection, two of the banks said last week. The petition, filed in bankruptcy court here on Thursday, seeks a reorganization of Mr. LaRoche's finances to allow him to work out a plan to repay loans. the banks asking for the order are Dartmouth Bancorp, with claims totaling $4 million

Amoskeag Bank Shares, with claims of $3.1 million, and the Shawmut Bank of Rhode Island, a unit of the Shawmut National Corporation, with claims of $259,000. Neither Mr. LaRoche, who is chairman of NECO Enterprises Inc., nor his lawyer was available to comment. NECO, formerly the Newport Electric Company, is a Rhode Island utility company. Mr. LaRoche was given 10 days to respond to the petition. One option would be for him to file for Chapter 11 protection from creditors while he worked out a reorganizaton plan. Another would be to fight the petition, which would mean a bankruptcy court hearing. In the mid-1980's, Mr. LaRoche's net worth was estimated at more than $30 million.
