Gianaris's letter regarding the Treasury Department tax plan (Jan. 1) draws an analogy between Donald Regan's three classes of progressive taxation and Solon's Laws, dividing the ancient Athenian population into classes. He refers to Mr. Regan's three income- tax classes as ''similar, almost identical, to those introduced in ancient Greece some 25 centuries ago.''
